Ending Homelessness in Toledo and Lucas County

Our mission is to provide leadership for the elimination of homelessness in Lucas County.

The Toledo Lucas County Homelessness Board (TLCHB) coordinates service delivery across an array of housing providers serving individuals experiencing homelessness in Toledo and Lucas County, Ohio. 

It is designed to unite and align a diverse array of governmental, nonprofit and private sector players around a common plan for addressing and eliminating homelessness. It serves as the HUD-mandated Continuum of Care organization for the community and engages in long-term planning for homelessness prevention.

As the lead agency for our Continuum of Care, TLCHB is responsible for the following:

      • Developing and directing a strategic plan for the Continuum

      • Managing and submitting a collaborative application on behalf of our Continuum to HUD to bring in millions of dollars to support supportive housing programs.

      • Supporting emergency shelter programs via the Emergency Solutions Grant and the City of Toledo

      • Administering the coordinated entry system in partnership with United Way 2-1-1

      • Serving as the key data hub for housing and homeless services by managing the Homeless Management Information System (HMIS)

      • Conducting the annual Point In Time Count to gain a regular census of individuals and families experiencing homelessness
